Washington is preparing a cordial reception to General Joifre and party. The cruiser whereon the party came was met by American destroyers. A member of the Commons says
their purpose is to extend the prin
cipie .of th 8 Allies' Conference to Am-
erica. It will consider military, economic, and financial questions. The French Cabinet has such confidence in M. Viviani that it did not give him written instructions. General Joft're is prepared to explain the e::act military situation, presumably to indicate whsrein America could best help. The
Commission is prepared to discuss an expeditionary force to Europe. M. Viviani said: We ar e sure that the first democracy of the world, with which France shares her ideals —the
United States —will loan the British two hundred million dollars immediately, out of two hundred and fifty
just raised. It is expected the first issue of the loan will be for two billions, giving subscribers four months in which to pay. f NO ENTANGLING ALLIANCES FOR AMERICA. NO QUESTION OF TERRITORIAL. GAIN. Received 9 a.m. WASHINGTON, April 25. Mr. Balfour made a statement that the Allies did not desire to induce the United States to enter into entangling alliances abroad. The United States of her own free will entered the struggle, not with any hope of gain, but because sh e is convinced the interests of mankind demanded it. There could he no more fallacious policy for the Allies than to base their actions upon such shallow considerations as territorial gain.
