THE GERMANS.
THIS iEAn OF FATE. The Rhenisch Westfalische'-Zei-tung, reviewing the events of the past year, says: "The contrast between German and English is one that cannot be bridged over. It is like a law of nature, and therefore we do not believe in peace, much as we desire it, because the Anglo-German contrast is not yet settled. The difference can perhaps be patched up, but it will break open again at the first opportunity, and the tight will begin anew. The New Year is our year of fate. It will decide the future of us Germans. GAOLBIRDS FOR THE FRONT. The Prussian Ministers of Justice, the Interior, and War, have orderedan investigation as to what prisoners can be offered the privilege of entering the army. Professional and habitual criminals are excluded, and only those misdemeanants are to be considered who voluntarily apply for admission into the army. Austrian- prisoners captured east of Gorizia affirm that the monarchy is having recourse to the enrolment of convicts. Men detained in all Aus-tro-Hungarian prisons have been asked to enrol themselves voluntarily in the army, in return for which they have been promised complete rehabilitation after the war. Persons condemned for political offences are, however, excluded from the scope of this arrangement.
