RUSSIA’S WAR COUNCIL. PETROGEAD, March 25. M. Gutchkoff (Minister of War and Navy) is prepar.ing a scheme under which a committee, consisting of the Ministers of War and the Navy, Finance, and Foreign Affairs will become responsible for the main direction of the war, the Commander-in-Chief to retain a free hand in strategy. The Ministers of Communications and Agriculture will possibly join the committee. Gcneral/Alexicff (Commander-in-Chief) has notified the President of the Council that the anmy has taken the oath of loyalty to the Fatherland and the Provisional Government. dangerous internal dissenSIGNS. TROOPS TEMPTED TO LEAVE THE TRENCHES. PETROGRAD,. March 26. The Social Democratic Party, through the newspaper “Pravda,” published the Central Committee’s resolution inciting the soldiers to leave the tranches and go over to the enemy, asserting that this would immediately evoke a fraternal response on the part of the Germans, so that the war among the nations would promptly collapse, enabling the army and the people to devote themselves to the final overthrow of the ruling classes. Only the presence of Kerinsky in the Provisional Government has thus far prevented an open rupture, but the moderate party has been obliged to make endless concessions to the unreasonable demands of the theorists. The mania for forming committees, which was one of the worst features of the bureaucratic regime, is terribly hampering the reform party.
• The press devotes much space to details of the Miasoedoff treason case. It is alleged that Sukhomlinoff was connected with the case, though Miasoedoff,- who organised the whole of the traitorous spying system, was on intimate terms with Sukhomlinoff and .mixed up in the latter’s divorce and second marriage, : Sukhomlinoff would have been brought to trial long ago, but that the ex-Empress intervened, ow-ing to the tearful protestations of Sukhomlinoff’s wife. ALLIES RECOGNISE PROVISIONAL GOVERNMENT. PETROGRAD, March 26. The Anglo-French and Italian Ambasadors presented their respects to the Provisional Government. M. Miliukoff, in replying on behalf of the Government, said it was full of confidence that Russia would justify the hopes and expectations of all her well-wishers, WAR COUNCIL TO BE FORMED. ARMY TAKE OATH OF ALLEGIANCE. PETROGRAD, March 25. M. REFORMING THE CHURCH. Received 8.55. PETROGRAD, March 26. The Government has appointed a commission to inquire into the offences of former ministers and civil and military officials. A movement has been started by the Russian Chuneh leaders and a committee of liberal priests to organise reforms. Barnabas, an ignorant gardener, appointed Bishop of Tobolsk by Rasputin, has alaeady been deposed .
