The English, French, and Italian Ambassadors have conveyed to the Foreign Office recognition of the Provisional Government, and asked for a formal Deception when Sir George Buchanan (British Ambassador at Petrograd) has recovered from influenza. WASHINGTON, March 23. The State Department has announced formal recognition of the new Russian Government. CHANGING THE FLAG. Received 11.50. ROME, March 25. The Giornale de Italia’s Petrograd correspondent states the old Russian flag has been abolished, and all regiments have adopted the rod flag. GRAND DUKE NICHOLAS RESIGNS .Received 11.15, PETROGRAD, March 25. It is officially stated that the Grand Duke Nicholas has resigned from the Commandcr-in-chiefship. General Alexieff, Chief of the General Stalf officiates temporarily.
