AMERICA AND GERMANY.
A NEUTRAL MOVEMENT. TO KEEP UNITED STATES OUT. WASHINGTON, March 22. A strong neutral move, headed by M. Eitter (Swiss Minister to America) is pending with a view to keeping the United States and Germany from hostilities. It is believed that Germany is contemplating a modification of the submarine campaign. GEEAT PATRIOTIC MASS MEETING Received 8. 45. NEW YORK, March 23. A great patriotic mass meeting was held in Madison Square Gardens, when resolutions were passed, urging Congress to declane that a state of war exists. Major Mitchell suggested sending abroad at least half a million men. CALLING UP RETIRED OFFICERS. SERIOUS SHORTAGE OF SAILORS. Eeceived 10.45. WASHINGTON, March 23. In view of the serious shortage of personnel, the Navy Department has recalled all available retired officers for service. Thousands of sailors are lacking. Cadets at Annapolic Naval Academy are graduating before completing their course. The Department is seeking to speed up destroyer construction, but it is admitted that a year or fifteen months arc required before much can be accomplished.
