TURKISH AFFAIRS.

A FATAL TREATY. BERNE, March 21. Details of a treaty which was hurriedly concluded by Germany on the 7th September have been disclosed. After Roumania’s declaration of war, Turkey undertook to send three divisions to the Galician front against the Russians, and seven against Roumania, in return for Thracian territory at Bulgaria’s expense, including Dedeagatch, besides financial aid from the Central Powers. The Dobrudja and part of Bessarabia were assigned to Bulgaria. The despatch of ten Turkish divisions to European fronts greatly facilitated the British and Russian successes in Mesopotamia, Armenia, and Southern Palestine.
