Received 9.45. LONDON, March 20. The Central News states informal conversations with a view to an Irish settlement have begun in London and Dublin. A SCHEME PROPOSED. Received 11.5. LONDON, March 20. The prospects of an Irish settlement are once more being discussed. A number of members of the House of Commons at a meeting decided to urge the Government to give a lead in Thursday's debate. It is believed Home Rule is possible for the whole of Ireland, reserving to minorities the right to appeal to Westminster.
