Lord Derby and Mr. Prothero state

that the urgent military situation requires the taking of men under 25. even from an industry so essential as agriculture. On the other hand, agriculture asks for the return of its skilled labour. The conflicting claims can be only reconcilable, if the soldier and the farmer each yields something. Instead of 60,000 offered by the tribunal as unessential, only 30,000 will be called up. The military authorities have arranged substitutes, which include a proportion of skilled labour in the management of horses, also the return from the colours of men accustomed to land cultivation. They will also send other men to assist in ploughing and sowing, assuring a volume of labour exceeding that of the past eight months.
