MANIFESTO BY THE CZAR.
PETEOGEAD, Jan. 15. An authoritative interpretation of the Czar’s promise has been published in Poland. It declares that Poland will be united and free, that she will have her own administration, parliamentary and military, and will stand upon an equal footing with the other nations.
