Professor Meinecke, the historian, writing in the "Frankfurter Zeitung," admits that Germany intended military aggression, but the brilliantly begun campaign collapsed at the Marne, which was a strategical French success. He admits that the attacks on "Verdun were a failure. He warns small nations to consider the fate of Belgium, 'servia and Roumania. They will imperil their lives if they attempt to touch the deadly electric wire of the' Central Powers. The "Times" comments that this is the most remarkable German war article yet published, being the first free admission of the truth. Eeceivcd 8.55 LONDON, Dec. 3. Professor Meincke's article in the Frankfurter Zeitung says only in a politicaXsense did Germany begin \,ha war as a defensive war; in a military sense it was a knock-out wan. It was intended, to knock out. France and Russia, and cßrmany would then be able to compromise with England,, who would have been disarmed. After referring to the Marne collapse, he says the attack at Verdun was in policy a military move, to prove to France they had better end the war, which they could not win. Germany's enemies had pulled themselves together for gigantic achievements! A great double offensive began in the East and West. The battle of the Somme led to the conviction in Germany that it was no longer possible to arrive at a military decision in a full peace-compelling sense. It was, therefore, statesmanlike, intelligent ana wise to abandon the intention of destruction, and seek a reasonable compromise. The war had proved there were limits to the possibilities of knockout between the Germanic Powers. The motto in the future would be: "Not to overthrow but to balance.'' BRITISH FOOD PROBLEM. .
