THE CZAR AND HIS ARMY AND NAVY.
Eeceivcd 10.15 PETROGRAD, Dec. 28. A wireless message states that his Majesty the Czar, in an order-of-thc-day to the Army, says: It is upwards of two years since Germany, in the midst of peace, after long and secret preparations to enslave all the nations of Europe, suddenly attacked Russia and her faithful ally, France, compelling England to join us; in complete disdain of international lav.-, as has been demonstrated by the violation of Belgium. The pitiless cruelty shown towards th c peaceful inhabitants of the conquered provinces gradually united the great Powers against Austro-Germany. Under pressure, the Germans, who were well provided with technical aids to warfare, compelled France and Russia, in 1914, to give up portion of their territory, but this temporary reverse did not break the spirit of the Allies.”
