Received 11.50. ROME. Dec 7. The Pope’s allocation of a secret consistory is so couched as to court \ impartiality, uprooting all violations by belligerents of human and divine laws. There is a direct reference to the deportation of the Belgians as a war measure unprecedented i n the his tory of civilised nations.
