NEW YORK, Dec 7. Germany’s reply regarding the Ar abia has been issued, and gives extra ordinary reasons for the sinking. Tin commander mistook her for a trans port because she was not painted th< right colour, like the other P. and O steamers, and was not travelling or the regular route. Several similai steamers passed by the submarine o: the same unusual course. Chinese anr other coloured persons were visible aboard the Arabia, corresponding tc workmen and soldiers.
