AMSTERDAM, Nov 25. The Reichstag has opened. The President proposed the first reading of the Compulsory Civilian Service Bill, which was carried by 29 to 11. Herr Groeber, of the Centre, moved that the Bill be read a second time the same day. This evoked a storm from both Socialist groups, Herr Ledebur characterising the motion as an attempt to stifle discussion of the Bill, which delivered the workers into the hands of exploiting slave-drivers.
