MR. MASSEY AT EDINBURGH. A RATHER IMPORTANT STATEMENT. Received 11.10. LONDON, Nov 21. Mr. Massey, at Edinburgh, added: “If the Dominions had previously had a voice in Imperial affairs, we would not have been caught in a state of military unpreparedness in 1914.
