TREATY WITH DUTCH. ! BRITAIN TO GET MORE PRODUCE. * LONDON, Novemger 10. LONDON. Nov 10. In an interview with a “Times” representative General B'rusiloff said the war is won to-day, though it is a matter for speculation how much long er is recurred to convince the enemy that his cause,' is irretrievably lost. Despite his superhuman efforts, the enemy has utterly failed to regain the initiative. .Russia has not yet reached the zenith of her power. This will Pc approached next year, when we will have the largest and best army since the beginning of the war. The offensive of 1916 has been conducted with an inferiority of material and heavy guns, but we will bo on an equality with the enemy in 1917. The new Russian levies are equal to the best troops. The recent temporary reverses in Roumania have not the slightest significance. They would have been serious if Germany had pierced the Carpathians, but this last attempt to regain the initiative is doomed to perish. Russia is determined that Roumania shall be protected, helpdcT and support ed in every way.
