IN THE UNITED STATES. TROUBLE ONLY DEFERRED (Received 8.50) WASHINGTON, Sept. 29. Japan purposes to renew at the end of the war the continuation rigM of her people to emigrate to and own land in the United States. The Japanese Embassy admits negotiations on this question, which came to a deadlock two years ago, and which were not regarded by Japan as concluded, but merely postponed while larger issues of war were being dealt with.
