FRANCE RAISES FIVE MILLIONS LOAN PARIS, Sept. 14. I Arrangements have been compleiecr for another French loan of five millions sterling*. The credit is extended through the Bonbright Company, or Paris. French drafts in dollars will be accepted by American banks at a dm- j count of 6| per cent. The duration of J the credit is one year.
