While Germany lias every reason to 'fear Roumanians antagonism, the German public seems surprised and disgusted, as the newspapers at the 11th hour published correspondent's despatches from Bucharest asserting that danger was past. One result of Eoumania's and Italy's declaration, to which prominence is given in London and Paris, is the effect on Germany, where it is impossible longer to conceal from the public Roumania and Italy's view as to the future course of the war. BULGARIAN SOMERSAULT POSSIBLE. PARIS, August 28. The Crown Prince Boris of Bulgaria recently visited Vienna, expressed himself to Bourbonists in Franeophiiest terms, and it is deduced that King Ferdinand, if defeated, would abdicate in favour of Boris, who would immediately declare himself a pro-Entente. GREAT TRIBULATION TOR ENEMY. ROUMANIA MARKS AN EPOCH. ' LONDON, August 29. Roumania's declaration evoked public comments in Paris and Rome, where it was described as an historic stroke of justice, marking the beginning of a phase of great tribulation for the enemy. One of the most important consequences will be the final enclosure of Germany in a formidable blockade, supplemented by concentric advances on all military fronts. Some point out that the Avar has returned with the greatest intensity to the Balkans, where it originated, and where, perhaps, it will find a solution. The wisdom of the Allies in holding Salonika is now recognised as a stroke of genius. It is not doubted that Greece is also bound to come in. are Roumania's immediate objective. Roumania is here confronted by the Carparthians—a barrier a hundred miles broad. Its conquest' may not be rapid but the opeartions will immediately improve the strategic situation, as the Russian left in Bukoviria is now linked with the Roumanian right, while the Teutonic flank is now completely "in the air." It hitherto rested on the Roumanian frontier, near the southwest corner of Bukovina. It must now be prolonged four hundred miles along the Carpathians to the Danube at Veroivova. It has been reported that a large Russian force is concentrating on the Danube, close to the Roumanian frontier. The "Iron Gate" may again be the scene of a struggle, as in the tinra of the Romans Apart from the prospect of a wholesale invasion of Hungary, the Russians are now able to march to Bulgaria through Roumania, utilising their base I at Odessa. In this connection an interesting statement comes from Petrograd that Russia has armed and trained very considerable forces of former Austro-Hungarian subjects for use in the Balkans. They are officered partly ' by Servian officers, and have taken the oath of allegiance to the Czar. ROUMANIA'S REASONS. THREE STRONG POINTS. LONDON, August 28. A Geneva correspondent says a Vienna telegram states that the Roumanian Minister delivered the declaration and simultaneously presented a document setting forth grievances, such as the prosecution of acts of violence against Roumanians in the Dual Monarchy. the Alliance by forcing, the withdrawal of Italy therefrom. The declaration proceeds to formulate the reasons dictating the entry into the war: (1) Anxiety of Eoumanians in Aus-tro-Hungary, who are exposed to risks of Avar and invasion. (2) Eoumania, by intervention, believes sh e will shorten the duration of the world-war. (3) Eoumania takes her place alongside Powers able to most effectively assist her to realise her national ideal.
