GERMAN TALE OF A PLAN TO

FORCE A RUSSIAN OFFENSIVE.

The Stockholm correspondent of the “Hamburger Fremdenblatt” telegraphs some speculations on the purpose of Lord Kitchener s plan to visit Russia. He says:—

“Various objects are ascribed in Russia to Kitchener’s mission. It Is generally known however, that they were of the foremost political importance. The belief is that Kitchener’s intention was to force, with all possible energy a new Russian offensive With an utter disregard of the sacrifice of life involved.”

As a matter of fact, the Russian of- - fensive began before Lord Kitchener left London.
