SYDNEY, July 18
Parliament was opened to-day. The Governor’s speech referred to the hopeful outlook and progress of the war. There was an assurance of a good harvest owing to the recent rains. Arrangements, in spite of financial difficulties, had been made for the continuation of railway and other developmental works. Otherwise the Speech was as forecasted
