The ‘‘Pall Mail Gazette” demands that the Government adopt a policy of demanding ship for ship, as punishment for the Germans’ piracy. It says the Hamlmrg-Amerika and the North German Lloyd lines are building ships without cessation, and announce that their fleets after the war will he of larger tonnage than ever. These include a 50,000 tons vessel of the Imperator type, and at least five others o! 30,000 tons. Other linos are laying down a vast number of new cargo-car-riers. Germany’s deliberate policy is to destroy as many British merchantmen as possible. The only way to defeat this plan is to determine that the peace terms shall include the forfeiture of an exact equivalent of the ships sunk contrary to the laws of civilised warfare.
