JAPAN’S EXPLANATION.
Received 5-5 p.m., July 9. NEW YORK, July S. A Tokio message says the RussoJapanese treaty provides that neither party shall participate in a political' combination against the other in the event of cither’s Far Eeastern rights being menaced, Baron Okuma, interviewed, said Japan cannot bear China’s political disturbances, which upset Japanese commercial interests. Japan will maintain an open door policy in China. There is a full understanding’ vith Britain, who welcomes the invention as endorsing the Anglo-Jan-anere alliance.
