NAVAL CUTTER CAPSIZES. FORTY-FIVE MEN DROWNED. LONDON, March 31. A distressing naval mishap occurred during Tuesday's blizzard. Though the storm was at its height many naval liberty men took the boats and returned to their ships. All reached safety except a cutter belonging to H.M.s. Conquest, which a steam launch Avas towing. The hawser broke, and it is believed that the cutter capsized. Forty-five were drowned, 37 being married.
