GERMANY’S CRUSHING RATES.

LONDON, March 6. Communal rates in Germany, which are based on income tax, have been increased enormously. The pre-war rate was 105 per cent, of income-tax, and the post-war 1914 was 189 per cent. In 1915 it rose to 199 per cent., and is now 216 pel’ cent.
