NO TIME FOR PEACE.
♦ The London Times, in a >ading article, says: Terms of ponce signed with Germany as sh e is would bo a me'ekor German}- lias dishonoured her own s : » nature, and only a fool would put • ■' faith in it again. She will keep faith as long as it serves her purpose, but m longer. She has herself officially an. formally laid down the principles th-J the end justifies th 0 means, and thnecessity, of which she herself is thsole- judge, knows no law. Her rulers have faithfully acted on those principles, and as long as they remain must be expected to do so again. A compact made with them would be no termination of war, but at best a truce. What will happen to Gofrmany w e d not know, but until we see what sort of a Germany it will be it is perniaturto talk about trading with her. The business in hand is to beat the existing Germany in such a way that the German people will undergo a radical change.
