In view of Roumanian future policy, which is daily causing increased mxiety, the German press attach importance to news that railway cornnunication between Russia and Roumania is interrupted, owing to troop movements in Bessarabia, where onßy troop trains are moving. The view ;aken in some quarters in London i s that to-day's news mark the openng of a new phase in the Balkans.
