NEW YORK, February 11
The Secretary of War (Mr. Lindley M. Garrison) and the Assistant-Secre-tary of War (Mr. Henry S. B'reckinridge) have resigned. Their action is due to a large majority of the Congress opposing their scheme of building up an army on Continental lines.
