POLITICAL ATTACK ON MR. WILSON.

Criticism of the adminstrativo policy in dealing with Germany on the submarine question and denunciation of proposals to place an embargo on munitions and keep Americans off belligerent vessels were voiced in the House of Representatives at Washington in a remarkable discussion on January 7 by Representative Gardner, of Massachusetts. Despite the desperate efforts of bbe United States Adminisration leaders, Gardner forced another discussion of the international satuation.

“Upon .my soul,’’ Gardner declaimed, “if I were President, I think I should prefer settling some of these questions with Germany before imposing an embargo for her special benefit. “Three groups arc behind the movement: the German-Americans, who are actuated by love of the Fatherland; the cotton kings, actuated by love of Mammon; and the pacifists, who hail lujah for lov e of God. “The- United States should not encourage pillage, savagery, and infidelity by showing the world a nation may violate every law of God and yet gain by it. “Germany and England may both violate international law, but I cannot see the doctrine that murder and trespass should be measured by the same'yardstick, or that the taking of a child’s life; and the elbowing of trade out of a fat market should be reckoned equivalent misdemeanours.

“The German Ambassador apparently looks upon- ony nationality as a sporting proposition. Evidently we are expected to act as a referee to insure fair play. Very well. If we eliminate inequality caused by the British Fleet, ought we not to offset with the inequality caused by the Krupps? Should we disregard the. fact that one of the belligerents was busily engaged for years in piling up munitions'? Peace to-day would be inconclusive. Th e issue must be fought out. If any act of ours ' fosters German success, God help democracy and our future generations. ’ ’ \
