An Italian military critic who has been investigating German military strategy during the war has come to the conclusion that the German general staff must fight henceforth without any serf cf programme. It may be nearer than ! the world thinks, and it may be also that this expedition into the Balkans hag been undertaken with the object of keeping this fearful bugbear temp.crari'y at a distance.
