SIR JAMES CARROLL. ADVOCATE OF CONSCRIPTION^ (Reed. 9.15 a.m.) - WELLINGTON, This Day. ' Speaking last night at a meeting of the Commercial Travellers and Warehousemen's Association, Sir James Carroll delivered a speech advocating conscription, which, he said, “I would like to see in force to-monrew.” I am satisfied we have given to the utmost limit of our voluntary efforts, and after this we must have conscription.
