LONDON, Nov mibe.' 11. An Order-in-Council has been issue.! prohibiting Briitsh ships from carr/ing cargo between foreign ports after De•cember Ist/unless licensed. A second Order-in-Council gives power to requisition ships for the carriage of food stuffs and other necessaries. It is not expected that it will be necessary to interfere with established services "between foreign ports. Every effort will be made to avoid disturbing preexisting business arrangements. A committee thoroughly conversant with shipping has been appointed to issue licenses. A second expert committee, under the Presidency or Mr fWjhitley, M.P., will deal with requisitioning and also prevent prohibitive freights on foodstuffs.
