The Times’ correspondent at Paris states that M. Briand declares emphatically that the change in the Ministry is no sign of a change in policy, which can be summed up in the word “Victory,” adding “La paix par laviceire” must bo the motto of any French Ministry. By peace he meant the restoration of the right of every country L o lead its own life, and cultivate its own civilisation, without any infringement of a neighbor’s rights. By victory is meant the crushing of German militarism—Times and Sydney Sun Services. i JOFFRE’3 VISIT. THE SERVIAN QUESTION.

The Daily Mail says General Joffre cut red-tape when he came to London, because ho wanted to know exactly our intention in regard to Serbia. He performed the difficult task of extracting a. definite statement from Cabinet. Very plain remarks came as a shock to Downing Street, and proved an invaluable tonic.
The Times, in a leader, says General Joffre’s visit gives promise of closer co-ordination between Anglo - Frendharmies. They arrived at definite understanding in regard to the Balkans. The Anglo-French Governments are in full accordance with the main principles of the joint policy and concerted measures necessary for giving rapid and direct help to the Serbs.

THE KAISER TALKS AGAIN.

The Kaiser, in reply to the Prussian Cabinet’s congratulatory telegram on the 500th anniversary of the Hohengollern reign in Brandenburg, said—- “ God’s guidance of cur history during the past (half of the millennium has been wonderful.. Across the depths and heights, my house has been raised from an Electoral hat to an Imperial Crown, from the small Mark of Brandenburg to the centre of an Empire
whose strength has been so brilliantly proved towards friend and foe in the present war of nations —the greatest
