ALLIES' WHIP HAND.
WHY GERMANY MUST GIVE IN.
In an article dealing with the general situation cf the belligerents, line Tribuna (says the Rome correspondent the hypothesis that the war may not of the Daily Telegraph) puts forw necessarily be decided by military means exclusively, and that a conference will be .summoned before one group of Powers has really crushed line other. The Tribuna observes that this eventually has been admitted by ■the. Germans themselves, who, however, 'consider that their claims can be made to prevail at anjy such conference in view of the security they hold in t!he form cf occupied territory, Belgium, Po’and, part of Franco, etc. According to the origin I quote from, nevertheless, the territories belonging to the Entente Powers and their Allies now in possession of the enemy are of much less value as compared with the security in anct|her form held by Germany’s adversaries. For example, the suspension of German commerce alone represents, according to the calculation made by the Tribuna, no less a sum than £680,000,000. The complete paralysis of German shipping means anI other gigantic loss. ) It is held by the Tribuna that securities of this kinq in the possession of* I the Allies are of greater value than the areas occupied by the enemy, and apart from the items just referred to there are also the German colonies taken by various British expeditions. The writer maintains that it is of much urgent importance for the Germans nt come to terms with the Allies than it is for the Allies to re-occupy their temporarily lost possession.
