BRITISH IMPORT DUTIES.
LONDON, Sept. 30. In the House of Commons, the Hon. E. McKenna defended the import duties on the ground that they would favourably affect the exchange, which is now against us. He repudiated the contention that the duties would prejudice Freetrade. The whole case for the Government was that while the Freetrade policy was the best in normal times, they might have conditonof war when they could not retain Freetrade. The Government as a whole had no intention of adopting or discarding one theory or the other. Mr. Sonar Law repudiated the Impression that the import duties were the result of pressure on the Govern--pien by the Unionist members of the Cabinet. What would happen to the tariff after the war none could say, bur the change would not affect the fiscal controversy. The Hon. McKenna promised to exclude motor tyres and chassis parrs, used for trade purposes. The House adopted the sugar duty.

The problem was to fill the gaps. e His own plan—whicn had not yet been submitted to the Cabinet—was a militia ballot, by wide-, every district would furnish a quota, voluntarily if possible, otherwise by ballot. After hearing Mr. Asquith the conference decided to organise a purely Labour campaign for recruiting.
