NATIONAL REGISTRATION.
BILL INTRODUCED. REGISTER OF- MEN. FROM 17 TO GO. WELLINGTON, August 24. The National Registration Bill which has been prepared by the Prime Minister was introduced in the House of Representatives this afternoon. It pro. vids for a naiianal register of nien.but provision is made that similar information in regard to women may be asked for by proclamation from time to tim e if it is considered necessary. The Bill provides that the male residents of the Dominion between the -ages of 17 and 60 years may be required by proclamation from time to time to furnish to the Government Statistician personal particulars in the form prescribed/. Any such proclamation may relate generally to all men between the ages of seventeen and sixty .years, or may relate specially to any class or classes of men between those •ages. Men may be classified with reference to age or locality of residence or occupation or as to the number and ■condition of dependents or in any •other manner that may be deemed expedient. SCOPE OF THE ACT The prcolamation may require every male to whom it applies to furnish particulars to all or any of the following matters: (a) His name in full, and his usual address.
(b) His age, date and plac e - of birth, •and the place of birth of his parents. (c) His nationality and country of allegiance. (d) If a British subject, whether a British subject by birth or naturalisation. If by naturalisation, the date , on which letters of naturalisation were issued. (e) Whether single, married, or a widower. (f) The number cf dependents (if any). The name, age, address and occupation, if any. of each dependent. The extent of dependency. The names ■of any other persons contributing either in cash or in kind towards the maintenance cf any dependents and the ■estimated anual value of such contribution, any other sources of income ■of dependent and the annual amount or value of the benefit derived therefrom (g) His present occupation, with ■a statement whether he is (1) an employer of labour or (2) working on his own account but not employing labour, ■or (3) in receipt of salary or wages. (f) Unemployed for more than one week with the period of (unemployment), former occupations, if any, with approximate periods. <, (h) If employed, the name of hh; employer and the place and natuve ox the employer's business. (i) His prysica.l condition, including a statment as to sight, hearing, heart, weight, physical infirmities and gene-' ral ihealth. (j) His military experience, if any, stating the periods and nature cf the -service, with rank or successive rank. (k) In the case cf every man between the ages of 19 and 45 years (1) whether h e has volunteered for military ; service beyond New Zealand as a mem- ! ber of an expeditionary force in connection with th e present war; if so, whether he has been accepted for service or rejected. (2) If he has not volunteered for service, whether he is wiHing to serv e in any other capacity in connection with the present war. If not prepared to offer his services as a member of an expeditionary force or otherwise, th e reasons therefor. (1) Such other matters as may from time to time b e prescribed. For the purpose of ascertaining the fitness for active military service of persons to whom the foregoing provisions relate, any such persons may be required to submit themselves for medical inspection. A record of the report of such inspection shall be entered by the Government Statistician in the National Register. PENALTY CLAUSE.
Any person who wilfully fails to furnish th e particulars required shall b e liable to a fine of not less than five pounds, and not exceeding one hundred pounds, or to imprisonment for a period not exceeding six months. After the particulars have been obtained by the Government Statistician he shall as soon as practicable complete a National Register of men in such form as may be prescribed.
Provision is made for the maintenance of secrecy as to the contents of the register. Any person who unlawfully makes use of any information contained therein shall be liable to a fine of £IOO. Regulations for the carrying into effect of the provisions of the xVct may be made by Order in Council.
