GERMANS' STEADY ADVANCE

ARTILLERY TOO MUCH FOR THE RUSSIANS. PETROGRAD, August 20. The German tactics in Kovno consisteu of leigmng an advance on Vilkonir with th e view to engaging portion of the Russian forces and then throwing their whole weight in violent artillery and infantry attacks on the western sector of the fortress. This sector was bounded by the Jessia, flowing in a gully parallel with the Kcvo-Vierzolovo railway, and by the left bank of the NSeraen, north-westward of the town. The lesson of Kovno was that of Antwerp an<\ Maubeuge, namely, that given an attacking force with a sufficiency of 13-inchet’s and a complete disregard of intense sacrifices* of life, modern fortresses prove only a temporary obstacle. The Germans' great and incessant efforts at Kovno, and Iheir attempts to effect a landing in the Baltic in the far north, possibly showed th e importance attached to th e operations in the northern sector.

The Germans* haste indicates a desire to finish the task: before beingcaught in the November rains and snow amid the impassable roads and swamps of the Russian north. Fighting at Digry, westward of Kovno, was exceedingly sanguinary. The Germans, greatly weakened, have sent more and more reinforcements. The bc-mbardmnt of the Russian positions was terrific. Many shells were filled with glass. Assaults were repeatedly repulsed, but were again and again renewed, resulting in the latest success between; the Neimen and the Jessia. GERMANS PAY DEARLY FOR KOVNO.
