The Pacific Mail Steamship Company has sold five of its largest steamers to tlie Atlantic Transport Company. The sale is the outcome of the Lafollette Shipping Bill, which prohibits American vessels employing chief Oriental labour. The Pacific Mail Company was therefore unable to compete with Japanese rivals. They discontinue the service in November. President Wilson has ordered an inquiry into the provisions of the Bill with a view to revising it if it ham pers the American merchant marine. CONGESTION IN LONDON DOCKSLONDON, August 16 The congestion in the London'docks has seriously affected the wool ship- ' ments. Since the war, London has been I practically the enly port receiving

British imports of wool. In the first seven months cf 1915, the total was 719,700,'Q051b5, ccnipaivd with 546,700,994 last year. The exports decreased enormously, thus precipitating the congestion. Th e Home demand despite the huge requirements of the military an- L thorities, is insufficient to relievo the

congestion. In consequence, the Government has notified the Bradford Chamber of Commerce that unless traders remove the woal from the clocks an 3 warehouses the Government will remove it rega-rdless of cost. Wool traders consider this harsh treatment. There are huge quantities-of crossbredfl available. If War OfTlc e does

not want it immediately exporters urge that they ought to b e allowed to expert it to Allied manufacturers and America, who want, crossbreds. It is repcrted that rh e Japanese authorities vre advocating th e granting of export licenses.
