THE NATIONAL CABINET.
PROBABLE SEW MINISTERS. The new Ministry is likely to be constituted as'follows:--Mr Massev. Prime Minister. Sir'Joseph Ward, Minister for Finance. ■ Mr. James Allen, Minister for DoMr.' Herdman, Leader cf the Legislative Council. Mr. Hemes, at present Minister for Railways and Native Affairs. Mr. Eraser, at present Minister for Public Works and Mines. Mr. Myers. Mr. Russell. M>". Macßcnahf Mr. Hanan or Mr. Sidcy, Dr. Pcmare, member of the Executive representing the Native race. .
It is expected that Sir Francis Bell will remain a member cf the Legislative Council for the present. It is freely suggested amongst members that he may ultimately occupy a high official position under the Crown in the Old Country, either in a judicial capacity or as High Commissioner. The three years term of Mr, Thomas Mackenzie as High Commissioner expires this year, but it was Hately extended for a further 12 months.
THE COUNCIL APPOINTMENTS.
In connection with the agreement between the two partie s it is stated that the following two undertakings are included at the request of Sir Joseph Ward's party:— ' (1) An undertaking that the National Cabinet would deal in an effective way with the increa*se in the cost of living. ' e (2) The consent of the Prime Minister to the amendment "or repeal of the Legislative Council Act, which otherwise would come into force at the end of this year, and wouM give the Reform Party a secure mpjority in the Legislative Council during the lives of two Parliaments:
The Legislative Council Act of last Session provides that after January 1, 1916, members of the Council shall be elected, and' not appointed under the present system. This wou>3 preclmfe the appointment by nomination or members of the Council after that date, and the aim of the second poln: of the agreement mentioned is to ensure that the time during which seats in the Council may be filled by nomtnntion shall be extended in order to permit of what the Opposition may regard as a more equitable representation of their party in. the Upper House.

UNEXPECTED DEVELOPMENT. CAUSING SOME DIFFICULTY. MINISTERS SWORN-IN TO-NIGHT. NAMES NOT DISCLOSED. WELLINGTON, This Day. At 1 o'clock to-day Mr. Massey stated that he was unable to make any announcement as to who the new Ministers wo.uM be. Unexpected developmnts had taken place which he was having some difficulty in settling but lie did not anticipate they would interfere with th*e general, scheme for a National Cabinet. He fuly expected Ministers would be sworn in at Government House this evening. STRUCK A REEF. A UNION COMPANY BOAT. WELLINGTON, This Day. The Union Company's cargo steamer, Corinna, 1271 tons, which left Wellington at 10.45 last night for Ne-w Plymouth, returned to port at 1.15 this morning ; liavini apparently touched Barrett's Reef, at th e Wellington entrance.
