TO DEAL WITH SHIRKERS.
1 -« Mr John J. Armstrong, of Messrs J. a net G. Stewart, Ltd,whisky merchants, has written to Mr Lloyd George, suggesting that prohibition or restriction of facilities would be a remedy worse than the disease it was intended to cure He proposes that under the Defence of . the Realm Act the Government should make compulsory in.all works handling .Government contracts the followingconditions: (1) That all employees work a minimum number of hours per week, say, 54 hours; (2) that no wages the paid to thos e who fail to complywith that minimum; (3) the abolition, cf payment to account of wages (known as '‘.‘sub”); (4) that a contract, embodying the foregoing conditions, be signed by each employee, infringement theref to involve loss of ■wages at the discretion of employer. These conditions, he contends, would involve no hardship to the vast majority of patriotic workers who are today working more than 54 hours per week,a but would only penalise those who are shirking their duty.
