These proportions have been fixed solely on the number of applications registered. The proportions for the men to be called up later on will be fixed upon the same principle—the number of men available: in oilier words, tlic larger number of men registered in each district the greater will be the proportion called up, so that men will not bo kept too long on the v ailing list.
