The captain of a Japanese steamer reports that the naval dockyards in Nagasaki and Kobe are working at full pressure building warships for other nations. They are carrying; out a big contract for tire rapid construction of de'str.oyers. It is estimated that twenty small vessels will be ready for delivery in a month’s time. THE HERMANN CASE. SYDNEY, March 23. Earle Hermann, who was sentenced to three years’ imprisonment for forging and uttering promissory notes to the value of over £17,000, is seeking leave to appeal. AN APPEAL DISMISSED. MELBOURNE, March 23. The High Court delivered judgment in an appeal against the Inter-State Commission’s finding in regard to the New South Wales Wheat Acquisition lot. The Chief Justice opined that he Inter-State Commission was not a h urt. This was enough to dispose cf ho appeal. Th e Co ram on wealth’s ac,!cn therefore failed.
