FOREIGNERS DEMAND SAFETY. AMERICA HAS ITS RESPONSIBILITIES. BRITISH STEAMER SEIZED. (Reed. 10.30 a.m.) LONDON, March 12. The "Times" Washington correspondent says that an ultimatum has been sent to Carranza regarding the safety of foreigners. The newspapers demand that President Wilson should forget his Indianapolis speech, and should shoulder the responsibilities regarding Mexico. It is reported that Carranza has seized the'British steamer Wyvisbrook at Campeche, and has imprisoned the captain. The Secretary of the Navy 'has ordered Admiral Fletcher to rush tw.O American battleships from Quatanamo to Vera Cruz.
