COLONEL SEELY'S APPOINTMENT. (Tinfcs and Sydney Sun Special Cables.) LONDON, Feb. 25. In the House of Commons, Mr Tennant, Assistant Under Secretary for War, announced that Colonel Seely had be/an appointed Brigadier General commanding a cavalry brigade consisting of the 2nd King Edward's Horse and two regiments of Canadians. He was not aware of dissatisfaction among Canadian officers, and believed the appointment was popular in Canada. MOHAMMEDAN LOYALTY. LONDON, Feb. 25. Th!3 Colonial Office has issued a letter addressed by the Saltan of Zanzibar to Mohammedan residents in East African protectorates urging that no promise by Germany would cause them to change their allegiance to the mighty Empire of England. The captain of this Ville de Lille, torpedoed by the Germans on the lGth, declares that the submarine was flying the British flag, when he was ordeited to stop. Subsequently the German flag was displayed.
