(Reed 1.10 p.m.) CHRISTIANA, Feb. IS. The German proclamation angers Morway, who threatens to step all trade with Germany. GERMANY'S LATEST ENEMY. RELATIONS WITH AMERICA STRAINED. ANOTHER PROTEST SENT TO BRITAIN. WASHINGTON. Fob. 17. Germany has notified the United States that strained relations exist between Germany and America. It is understood war is unlikely. President Wilson is deeply concerned. but is determined to prevent war at all costs. The Cabinet decided again to notify Britain that strong objection is taken to the proclamation of the blockade against foodstuffs intended for .Germany. "NECESSARY IN SELF-DEFENCE." LONDON. Feb. 13. An official message from Berlin says Germany's reply to America states that the blockade is necessary in selfdefence against Britain's violation of international law. A BERLIN REPORT.
