\LLEGED OPINION OF GOVERNING CLASSES. PUBLIC IGNORANT OF REAL POSITION. PARIS, Jan. 13. A high Berlin personage informed a Copenhagen correspondent that German governing circles recognised th.it the German offensive has been definitely broken. Germany has still considerable resources of men, but is not powerful enough to undertake a new victorious offensive. The public is still in ignorance of the real state of affairs. GERMAN PRESS TONE CHANGING. AMSTERDAM, Jan. 13. While some German newspapers gravely ask their readers to believe that London has been reduced to sere straits, there has been generally'' a •narked change in the tone of the German Press. AUSTRIANS IN DISORDER. NEW ARMY AGAINST SERVIA. (Reed. 1.30 p.m.) LONDON, Jan. 13. The Chronicle's Milan correspondent says the Austrians at Bukovina were driven out of their camp at Kimpolung in great disorder. Many refugees and soldiers in famished conditions were interned in Roumana. They were mostly hastly enrolled, with obsolete weapons, and with only a fortnight's training. He says the Austrians are moving fresh forces from Hungary to strengthen the Roumanian frontier. The remnant of the Bukovina army is massed at Borx. Austria is massing a further 300,000 to operate against Servia, which will join the 60,000 Germans at Serajevo. ROUMANIA AND WAR. (Reed. 10 a.m.) LONDON, Jan. 13, The Times' Sofia correspondent states that Roumania is expected to begin Ration in Transylvania about the middle of February.
