The War Office was represented at the resumed hearing at Steuengc of the charge against a German named Theodor Hessner of spreading reports that a German farm colony at Little Miniden was a ‘hotbed of explosives, ’ and that guns were, being smuggled' into the colony in cases of meat. In being pointed out that there was no power to deal with the man under the Defence of the Eealm Act he “was discharged, to be conveyed to a military detention camp.
The Bishop of Hereford (says the “Manchester Guardian”) has received a telegram stating that his son, Lieu-tenant-Colonel Arthur Jex-Blake Percival, D. 5.0., has been decorated with ; ha Legion of Honour. Colonel Perciai, who is forty-four years of age, belongs to the sth Fusiliers, and is serving as a General Staff officer { o Major-General Munro, commander of the 2nd Divsiion of the Ist Army Corps in the Expeditionary Force. He was in hte Soudan war, of 1898, for which he received a British medal and the Khedive’s medal and clasp. During the South African campaign (18991902) he took part in the advance on Kimberley, including the fighting on Modder River, and was three times mentioned in dispatches. He was awarded the Distinguished Service Order, besides receiving the Queen’s medal and four clasps and the King’s medal and two clasps. From 1905 to 1908 ho was again in the Soudan under Lord Kitchener, was mentioned in dispatches, and qualified for staff service.
