There seems to be no cause for ratepayers to have any misgivings .whatever about the fairness of the now bye-law, and it will, in all probability lie adopted and confirmed bv the council with very little revision or alteration. all, would have been a mere bagatelle. Most other boroughs adopt some such course as that we refer to, besides, it has generally been found that these municipalities in which every ratepayer is invited to the council’s confidence, in such ways as above suggested, are the mest progressive. To attain the utmost in any community needs the goodwill of every individual in it.
