33,000 MEN ALREADY IN ENGLAND. TO BE INCREASED TO 50,000. 50,000 MORE UNDER TRAINING. OTTAWA, November 22. Premier Borden, in an official memorandum, says it has been decided to increase Canada's force to 50,000 meu. Thirty-three thousand arc already in England, and eight thousand are doing garrison duty in Canada and Bermuda. The Premier announces that only the inability of Britain to accommodate a larger number prevents Canada raising them, but 50,000 are kept constant
