Advices from Berlin state that there is a panic in East Silesia. Civilians are fleeing to- Berlin, Dresden, and other cities. TWO GERMAN AEROPLANES CAPTURED. (Rec. 1.5 p.m.) PETROGRAD, Nov, 13. Two German aviators were forced to descend at Rypin, and were captured by the Russian Dragoons, after a fight with German infantry. A new 12-inch mortar was adopted by the Austrian forces bast year, and from the tests made vas reported to have given very satisactory results. On the occasion of the first trial 150 rounds were fired at a granite cement target 3 S yards long by 9 yards deep. At a range of just under 8900 yards 90 hits were made, 21 being bull’s-eyes. Blocks of cement about 5 feet thick were totally destroyed and a cupola of armour ICcms thick was perforated. The mortars arc moved by mortar carriages of 100 h.p.
